GURPS Basic Set, Third Edition Revised, published by SJGames, is required to use Japan in a GURPS 3rd campaign. 
GURPS Compendium I: Character Creation and GURPS: Vehicles are strongly recommended. 

The setting presented in GURPS 3: Ogre can be used with any game system.
